ABOUT THE CENTRE FOR ONLINE EDUCATION & LEARNING (COEL):
Integration and use of technology for improving access, equity and quality higher education and to achieve global standards is one of the key recommendations of the New Education Policy of 2020. The NAAC guidelines developed for Open Distance Learning also has stressed the importance of IT infrastructure for Open Universities since Open Universities follow Multi Media approach to Teaching – Learning.
 
With the rapid developments in Internet technologies online education has become the order of the day. The Pandemic situation created by COVID 19 also necessitated the wide spread attention to e-learning, MOOCs and online learning technologies. Dr. B. R. Ambedkar Open University a pioneer in Distance Education has initiated steps in the direction of introducing e-learning programmes in the University. University has initiated steps to identify the relevant programs offered through Swayam and also to offer courses through the Swayam platform.
Dr.B.R.Ambedkar Open University, with its rich experience of over 40 years in multimedia approach to teaching-learning, is now poised to venture into online learning. Development of MOOCs is a creative activity that involves preparation of E-Content; E-Tutorials; Providing Forum for Synchronous and Asynchronous Discussion and Quiz and activities to facilitate student engagement and active participation. MOOCs also facilitate inclusive education and as it is also possible offer bi-lingual or multi-lingual programs in order to reduce the disparities which is one of the important recommendations of Sustainable Development Goals for Education.
 
In order to facilitate the launching of MOOCs and to support digital initiatives of the University. The Centre for Online Learning has been established in 2021 and it has been renamed as Center for Online Education and Learning (COEL) in 2022. The center was inaugurated on 5th August 2022 by Prof. Asha Kanwar, President, Commonwealth of Learning(COL) Vancouver,Canada.Prof. Asha Kanwar stated that COL has been supporting international organizations for implementing short duration courses with one-to-one tutoring, which have had a high rate of completion. She also suggested Dr. BRAOU to offer very short duration courses, that would lead from literacy to fluency of the learners. She further reiterated that ultimately capacity-building of in-house academic staff is important.
The setting up of this Centre also aligns with the national digital initiatives to provide affordable and quality education for anyone anywhere and anytime access.

COEL Objectives

1. Continuous Capacity Building

  • Conduct regular training and capacity-building programmes for both in-house faculty/staff and external participants.
  • Focus on enhancing digital teaching competencies, instructional design, and effective use of educational technologies.

2. Technology Support for Digital Initiatives

  • Provide comprehensive technical support to the university’s digital learning initiatives.
  • Assist in the design and development of blended and fully online courses using advanced Learning Management Systems (LMS) and multimedia tools.

3. Ensuring Quality and Compliance

  • Maintain high standards in the delivery of online education by adhering to national and international quality guidelines (e.g., UGC, NAAC, and UNESCO frameworks etc.).
  • Implement systematic evaluation and feedback mechanisms to ensure continuous improvement in course design and learner engagement.

4. Research and Innovation in Learning Technologies

  • Continuously update and innovate learning technologies through applied research and collaboration with academic institutions, industry partners, and global networks.
  • Encourage participation in research projects, conferences, and professional communities related to digital pedagogy and e-learning.

Centre for Online Education and Learning got a very prestigious project from COL CEMCA(Commonwealth of Learning, Canada & Commonwealth Educational Media Centre for Asia, New Delhi, India)

  • Trained DrBRAOU Faculty on OER and design and development of blended courses
  • Established D- space and created OER Repository (OER R), created Institutional Repository (IR)
  • Established Moodle-based LMS and developed short courses (in English, Urdu, Hindi and Telugu) and Micro Credentials in Blended/Online mode

Strategic Future Directions

  • Internal Strengthening and Innovation
    • Populating OER - Promote the creation, curation, and dissemination of OER to enhance global and local access to knowledge
    • Capacity building on OER - Strengthen faculty competencies in open pedagogy and digital content development
    • Developing policy documents - Develop comprehensive policy documents on various aspects of digital learning, OER adoption, quality assurance, instructional design, and online course governance.
    • Quality framework for micro-credentials - Creating a detailed framework outlining quality benchmarks, assessment strategies, and certification standards for micro-credential offerings in ODL.
    • Converting existing courses to MOOCs/OER -Existing Certificate and Diploma programmes of BRAOU into MOOCs or OER-based online courses

    • Building collaborative alliances - Strategic alliances with national and international institutions, industry partners, and community organisations.
    • Establishing COEL as a regional Nodal Centre - COEL as a Nodal Centre for South India to support institutions in adopting open practices, and lead regional OER initiatives
